As your horse begins to understand the cue to move the top lip, begin to linger your finger longer to encourage more of a lift. Mark/Reward every try.
You can begin to lift your finger higher so that they follow the finger up with the top lip. They will also follow with their head, this is natural.
If you lift your finger too fast and your horse loses focus, immediately bring your hand back down to a level that they could previously perform.
